The following is not exactly a full "scene" from start to finish, but instead a series of guidelines and scene concepts; a grab-bag of sorts to use in what will hopefully become a recurring scene for Tora and her friends.

Seeing as so many of Tora's scenes end with the blonde being arrested or hauled off to jail or court, Tora will undoubtedly become a frequent guest/victim of New New Birmingham's intriguing legal system. Like so many of the other systems of authority in place, the NNB courts are both draconian, made up of unpredictable rules and regulations, and quite kinky and perverted, serving largely as a big joke and game that everyone in power seems to be in on, apart from highly attractive and exploitable citizens like Tora. While harsh punishments and prisons do exist for violent offenders, judges and police are encouraged to hand down "creative" punishments for minor offenses, thus keeping the prisons free for real criminals, avoiding expensive incarcerations, and providing a bit of fun for those in charge. Needless to say, sex and kinky things are often used as punishment.

Depending on the scenes Tora has recently played, her reasons for appearing in court or at the police station can be easily carried over. Tora will frequently be brought up on charges of indecent exposure, but other crimes such as petty theft, trespassing, or even wholly fictional charges may be levied.
* The court is highly efficient, with minor criminals being seen almost immediately following their arrest. Tora will usually appear in the condition she ended her last scene in, frequently nearly or completely nude, and frequently bound in some way. Naturally, despite her inability to address this issue, she will be chastised for being "disrespectful" to the courtroom.

		+	More often than not, Tora will be declared guilty, and learn of her humiliating fate. Depending on the degree of her offense, this can either set up a whole new scene for later, or some/all of her punishment can be carried out in the courtroom.
		+	* "Community Service" - Any of a series of tasks that prolongs Tora's public humiliation (e.g. sweeping the streets in armbinders with a dildo-handled broom, decorated as a human holiday display in the winter, working in a latex dunk tank at the fair)
		+	* Enforced public nudity for a month
		+	* Put in stocks outside the courthouse, raising public funds at 50c per spank, $2 per grope
		+	* Coated in white plaster and made to serve as the court's new "statue of justice"

		+	In the case of a guilty verdict, Tora will always be hauled off to her punishment either by being leashed and walked out, or carried out bound, or stuffed in a cage/kennel for longer transport.

This may end the trial immediately with a guilty verdict and skip straight to the penalty, or may simply land her an extra punishment during the trial. A gag will also hamper her ability to testify on her own behalf, allowing the prosecution to spin any lies they wish.

		+	** Indecent exposure can consist of the entire court being shown large projected photos of Tora being nude/lewd in public. She may be made to parade around or reenact the prior acts, to let there be a comparison to make sure it's her.
		+	** Theft may involve theories and demonstrations as to where Tora may have hidden the stolen objects.
		+	* Tora herself will often be entered into evidence, perhaps plopped down onto the evidence table, or passed to the judge/jury to be pawed and examined.
